Control Jar Tek failed..

So after having bacteria issues for a few weeks I decided to run some control jars. I sterilized 3 control jars at 3 progressively increasing heats on my stove (settings 3, 5, & 7) all of which were brought to a boil for 15 minutes before reducing heat and boiled for 1h30m. I smell nastiness coming from all 3 jars after 5 days. Im assuming a properly sterilized jar shouldnt have a noticeable smell coming from it
1) Why is the same steam sterilizing tek I have consistently used in the past not working all the sudden?
2) Why is steaming the jars at a heat setting of 7 on my stove for 1h30m not sterilizing my jars? (I used to do it on 3 very successfully)
3) Where do I go from here?
4) It sucks I have to consider buying a PC for a Tek I supposedly dont need one for. If I buy a PC and the jars still smell funky after PCing, then what is the next step?
Im losing so much patience because it feels like reason and logic have no bearing in this hobby. I do everything exactly as I have in the past multiple times and now Im LUCKY to get 20% of my jars to colonize (and half of those dont make it all the way)

Steam "sterilizing" isn't sterilizing at all & only works for BRF cakes, or other grain flour cakes.
Steam is steam. It's not the setting that makes a difference. Keep the Steam going for the full 90 minutes as the tek suggests.
Try again.
PC is always a good investment, especially if you're looking into getting into grains.

Are you actually steaming them, with a good fitting lid, or are you literally just boiling them?
The setting the stove is on doesn't matter as long as the water is boiling and producing steam and you start counting your 90 minutes from the point when the pots full of steam.
One other possibility is if your filter is getting wet that can lead to bacteria as well.

I only use brf cakes.
Yes the setting of the stoves doesnt matter but I wanted to give you guys an idea of the level of stove heat I use. The waters lowest boil is when my setting is on 3 so I felt 7 should have been more than enough.
I can see small amounts of steam escaping the pot during the process (as stated by RR). How is it possible to boil the water and not steam the jars?
My jars are elevated plenty above water level and I use foil on top for condensation drip. Im opening a jar right now and I notice the inside of the lid is wet. Does water from the mixture condensate in the jar? I cant recall right now but I believe my the inside lids of my colonized jars are wet when I birth them though.

The difference is when you're using a lid the steam will completely fill the pot, surround the jar and heat it evenly from all sides. So it's not a matter of whether or not the jars are partly in the water, just whether you're using a properly fitting lid on the pot.
