Some of the cakes are not pinning, what can I do?

Hello all,
I recently got back into this beautiful hobby after 3 successful grows using cakes as they are and also casing them.
Now, I have 18 cakes (9 double stacked), and only 2 of them produced fruits. I suspect I'm not having the right kind of climate in the winter, and I cannot afford having the heating in my room on all the time. So the temperature varies between 16-21C (60-70F). Also the light is not a proper 12/12. Plus, I open my window 2x a day to get some fresh (but cold) air, which surely isnt doing good for the babies.
However two of the double stacked cakes have a small-mediumish amount of fruit, though they are short and thick stemmed (any reason for that?). It's not a lot but I'd be super-happy if all of the cakes had the same amount. However, after almost 2 weeks in the FC, all the other ones have absolutely no sign of pinning. Is there anything I could still do with them? Should I crumble them and put a coco/verm layer on top?
Any suggestions and opinions are welcomed. Much love for everyone here.

those temps are fine and so are temp fluctuations

light being 12/12 is ideal but not a deal breaker, they don't get perfect 12/12 by nature

genetics and available moisture, no worries

no just leave them and keep up with your mist/fan, give them time if there not contammed just let them do there thing
