Well I don't think ending the war on all substances is sustainable. But Obama could legalize marijuana today. And if polling holds it would be an irreversible decision. Force the DEA to reclassify it. And force the DOJ to stop prosecuting all cannabis related charges. At the very least that would stick forever.

Whether or not the next guy would continue to give meth cooks a free pass is another issue. But the conversation alone would be worth it.

Ending prosecution of cannabis on the federal level would defacto legalize all over the nation. Obviously he couldn't change the laws. But he could change the schedule. And would in turn have a domino effect all over the country. Public opinion is strongly behind it.

No it wouldn't.  It wouldn't significantly reduce the number of prosecutions, either.

You don't think that the president of the United States ending all drug prosecutions wouldn't put pressure on every legislator in the country to make it a reality? We have states legalizing recreational use. We are on the brink we just need a catalyst.

I don't.  Some states might follow suit, but others definitely wouldn't.  And public opinion isn't "strongly behind it."  Weed legalization has a slight advantage in public opinion polls.  Drug legalization in general doesn't.

I actually think there would be a backlash from some states resulting in harsher laws.

And as I said before, it would be highly improper for the president to do that.
