The claim was that the bill broke at -30 C. The article points out that a test at -30c did not cause the tested bill to crack.

You don't know it randomly broke. You don't know if perhaps this 1 bill (or batch of bills) had a manufacturing issue.
I'd suspect it's more likely some fool damaged a bill and in the age we live in, decided to create some news.
