Ruger Mini-14 is a nice one for that. You could spend more and get their SR-762, but I've never shot one so I can't vouch for them although I'm sure they're just spiffy. Ruger also has a decent selection of accessory parts for their rifles so you can really customize them and so forth.
You could check your local classifieds or whatever and find a cheap enough .308, .30-06, .223, etc. I like those because the ammo is fairly ubiquitous.

Yeah I was gonna recommend a Mini-14
Also, since OP doesn't mind going slightly used, check out some local gun/pawn shops for a slightly used AR-15.
The Mini-14 and most AR-15's are chambered in .223
However, some of the higher end AR-15's are designed to use milspec 5.56 NATO without potentially damaging the receiver (.223 caliber bullet, but operates at a higher pressure).

Ruger 10/22 would be a good first rifle, its only .22lr but it's still useful and fun to use. Especially for target shooting.
What caliber did you have in mind ?
Are you thinking it would be for long distance- beyond a 100 yards ?

I would stay away from .223 or 556 because ammo is scarce right now. I have a GSG .22 and I love it just to fuck around with but .22 ammo is the rarest to get right now (At least where I live).
Your best bet is to get a 9mm of some sort. Even a brand new one shouldnt be more than $600-$800
EDIT: If you can, get a bump fire stock. They are fun as hell, but ammo goes fast lol

I was initially going to recommend something chambered for .22lr, but opted to recommend something with more stopping power since OP suggested he wants something effective in WW3

are you looking for an assault type rifle? or just a semi automatic rifle? what would be a caliber of ammunition that is easily found locally in enough quantity too suit your needs without having to unload your wallet for just a few hundred rounds. your local gun shop should have some decently priced used guns that have less than normal wear and tear on them. they will also be able too better help you with your needs, although it is nice to have ageneral idea of what you want before you walk in. i also try and stay away from the gun shops with snappy and grumpy owners.
http://remington.com/products/firearms/centerfire/model-750/model-750-synthetic.aspx is a nice product and im sure you could find one at a shop for 4/500 bucks no problem.

assault rifle for sure. if im gonna have a rifle i want a badass rifle that can save my life if the shit hits the fan.

I have no issues finding ammo and the pricing is only marginally higher than it was a couple of years ago, the gun stores in the area always have sufficient stock, enough so that my friend went in and picked up 1000 rds of .45, .223 and 9mm. and 4000rds of .22 and it didnt even put a dent in their stock
like a few others mentioned, the rugur mini-14 is a good one to consider a new sporting goods store in the area has been running ads for a colt M4 at only $600, it's an AR-15 and real colt. some makes are in the $500 range

Yeah the last time I bought .22lr ammo I could only get 2 bricks because thats all that was left. Then for some reason 9mm ammo was in high demand so I got to the shop when they just put it on the shelf and bought $500 worth.
I used to have a golden hook up. My co workers ex girlfriend works at a huge store in the receiving department and when they would get ammo in she would put some aside for us. But then he fucked everything up and broke up with her!!! He ruins everything good

Ar-15. There's a reason they're so popular. I can't think of any reason to buy a mini-14 over a ar-15.

A fucking AR-15 costs like $1200 when a Mini 14 shoots a .223 or 5.56 NATO for under $900. I think a few hundred bucks is a pretty damn good reason for some people.
