There's dissolved gases in the water, yes. Oxygen tarnishes copper and turns it black. CO2 is what causes exposed copper to turn green. And yes, the green stuff is copper carbonate and can be removed with vinegar.
So what if the outside turns green as long as the water flows clear. Where I live there are a lot of disolved solids in the water due to iron supply lines no biggie till you fill up a plastic jug out of the tap and leave it set for a few days the inside of the jug turns a pinkish orange due to the Iron but no huge deal the water is still good to drink.

Chances the outside of the pipe is turning green due to pipe sweating mixed with the atmosphere creating corrosion on the exterior. You don't have to worry too much about the interior of the pipe unless you have a low ph in your water. Anything less then a ph of 7 will cause interior corrosion. Unfortunately the only way the tell is to cut open the pipe and measure the I.D of the pipe compared to a new pipe with the same dimensions. About the Iron in your water the best way to solve that is to install a water filter on the main water supply coming into the home. You'd be amazed by the amount of debris that comes in from the street.
