First Washington and Colorado, and now -- maybe -- New York.
On Wednesday morning, New York state Sen. Liz Krueger, a Manhattan Democrat, unveiled a proposal to fully legalize and tax marijuana in the state.
At a press conference at City Hall in downtown Manhattan, Krueger denounced the prohibition of marijuana as a “policy that just hasn’t worked.”
“The illegal marijuana economy is alive and well,” she said, “and our unjust laws are branding nonviolent New Yorkers, especially young adults, as criminals, creating a vicious cycle that ruins lives and needlessly wastes taxpayer dollars.”
The bill represents the third effort in 2013 to topple legal barriers to pot use in New York state. Proposals to legalize marijuana for seriously ill patients and to fix a loophole in New York’s decades-old marijuana decriminalization law both passed the state Assembly earlier this year, but the state Senate adjourned in June without taking action on either measure.
Advocates for pot legalization hope the new bill will fare better, but even they concede that the state’s failure to adopt far more modest reforms doesn’t bode well for the sweeping new proposal.
“It’s unlikely that this bill is passing this year,” said Gabriel Sayegh, the New York director of the Drug Policy Alliance, a group that advocates for the legalization of all drugs.
Still, he added, “it is an important contribution to the discussion that we should be having about our broken marijuana policies in New York.”
About 600,000 people have been arrested for marijuana possession in the state since 1997, according to the Drug Policy Alliance. In New York City, more people are arrested for marijuana possession than for any other offense. As Krueger stressed at the press conference, the vast majority are black and Latino, despite evidence showing that marijuana use is more common among whites.
Gov. Andrew Cuomo has expressed ambivalence about legalizing marijuana even for medical use. But he led an effort last year to make possession of marijuana in public view a violation instead of a misdemeanor. Under a state law that has been on the books since 1977, possession of a small amount of marijuana is a minor offense on par with jaywalking. But if you you are caught holding or smoking pot in public view, you can be charged with a much more serious offense -- a misdemeanor punishable by up to three months in jail and a $500 fine.
Civil-liberties advocates say that many of the young black and Latino men who are charged with this offense bring the drug out into the open only after police tell them to empty their pockets. The outgoing New York City Police Commissioner Ray Kelly directed his department to put an end to the practice last year, but critics of pot prohibition say that broader reforms are needed.
“We’re spending taxpayer money to ruin lives, disproportionately for those from communities of color, with no real public policy goal to be found in any of it,” Krueger said.

Anyone know how this will relate to people on probation? I gather since those on probation can't drink alcohol the same will go for pot. Which is just ludicrous. Prohibiting one from something perfectly legal is pretty preposterous.

look at statistic we do the most percentage of pot arrest and they are always black people we fear putting cops with high IQ's in the force because we think they will quit black people getting beat and shot in their houses

As far as New York City goes, it's pretty darn easy to get herb... and it's been that way for as long as I can remember.

I cant imagine all the positive effects having marijuana legal for everyone would have/will have on my life. A few years ago i used to go over my buddies and his mother and father would fight and yell like a motherfuckerwhen they were drunk as fuck...if this was the future they might be happily stoned making food for us, offering herb and watching netflix. Some of my friends wouldnt use all these rc cannabinoids and shit because they cant smoke bud and would keep those brain cells.
Tons of people with horrible daily anxiety might have a good non physically addicting 'medicine' to have around. I just see so much positive that an come out of this and to me it would be seen most in the well-being of each individual you meet in your life. Instead of meeting an alcoholic or some suicidal heavy-set guy who's fed up with his job and marriage at say a new job, you might meet calmer more carefree people.
Kids might be raised better, less people will smoke instead of drink and their marriage might be saved, an overall people will live more enjoyable lives. I hope none of this sounds over the top but im really looking forward to many aspects of the future . This is even going to produce dumbb amounts of jobs . I just hope getting all this shit in place doesnt take fucking forever, i dont think it reallly will though

I dont live in the US but here I can get herb on any street corner, in any college class etc.
I almost feel obligated to smoke it to get it legalized
although I value my mind too much for that, but it should still be legal
if I were to smoke I would only do it very rarely, the haze lasts a few days after smoking heavily one night (sometimes weeks/months, Im done with weed, but fine with other people smoking it in moderation)

Not to break your happy view on weed, but weed is the best way to get anxiety in my book
I had to stop due to anxiety it gave me, and I know a lot of people who dont smoke it anymore due to anxiety trips on it old-time stoners
Would never use weed for anxiety, that would be the worst purpose of it I think
but if I was chronic pain patient and couldnt work, then maybe I would use weed
it really has no positives for me, disables my mind/parts of it, makes me less in control of my thoughts/actions
non-addicting is bullshit too
dont legalize MJ for medical benefits, legalize it for freedom

Yeah i get what your saying as i have some of those issues myself but the main thing is im not an alcoholic...which i might be if its all i could get my hands on. Its a non physically addicting alternative to the other shit out there you know. It mightt not work for a handful of people and thats fine...but there might be another handful of people it does dramatically help.
I dont recommend it to help with anxiety if you want to smoke it everyday, for anxiety relief maybe just keep it around for a bad day and toke up. Infrequent use doesnt lead to anxiety much at all for me. That usually ocurs when my tolerance is too high and all the magic isnt there. Just my speculations though. Oh and i wonder if there will be a bunch of high old people at the retirement homes and shit? Ahhahaah i think it sounds like a good idea...long as they vaporize or take edibles

Been smoking daily for awhile without any anxiety problems (have had some in the distant past)
I agree with mio though, marijuana should be legalized for freedoms sake. It has legitimate medical benefits and relatively benign negative side effects, that makes it useful but that's beside the point. There was never any reason to prohibit it in the first place and no one has the 'right' to prohibit any substance. The public is being strong armed and hardly does anything about it
