Well there's a difference between just being weird and being fried, as being fried implies the result of drug usage.
I know a 50 something year old man - my uncles friend - who's drank so much in his life he's pretty much permanently drunk. I believe the term for that is "dry drunk". Also his hair all dried out from cigs and his face is hella red with rashes from drinkin' an shit.
Always all drunk n' stoned, semi-coherent.

I've met people in rehab with Korsakoff's from excessive long term replacement of nutritional caloric intake with alcohol, but I've never met anyone that I would say was "permanently fried" from taking any other drugs. I've met people who seem like they will need a year or two sober to get their brains working again. It's hard to permanently damage your brain unless it comes into contact with blood.

Also being weird doesn't necessarily entail being fucked up beyond repair, being awkward, or the inability to understand things.
I'm a pretty unusual/weird person and I've always been that way my entire life, that being said I think I'm totally awesome nd don't fall under any of those negative criteria

Idk about perma fried. Friends and company might be spacy and lethargic after a good binge. But never consistently.
I have one friend that did a lot of psycs with me for all of one winter. I came out fine. He went to rehab and counseling takes ssri's now and just isn't the same. Idk if id blame the psycs or just some preexisting thing.
I don't think him fried though.

Absolutely I have.
This guy, the poor son of a bitch, was already bordering on schizophrenia. That was before he decided to drop 3 hits of acid. I fully believe to this day that the L is what sent him over the cliff. Now he's exactly what you described -- completely & socially awkward, rambles, makes no sense half the time, delusional, lives in his own world, and is just quite simply weird as fucking shit.
Anyway, I was there when he tripped that fateful day years ago. He was so fucking gone off that L. My friends were fucking with him because they knew he was in another world...for example, he had his cell phone in his hand. He knew it was in his hand (or at least one would assume). And then my friend says, "dude you're tripping balls...that phone in your hand is an illusion. I actually saw your phone laying in someone's yard three blocks down the street".
To my utter amazement he bought it and walked his ass three blocks away looking for an imaginary phone. WITH HIS PHONE STILL IN HIS MOTHERFUCKING HAND. An hour later he returned crying his eyes out because he didn't find it.

lol that reminds me of a story. I used to have this service where I could change my caller ID to whatever I wanted. This girl who was tripping called me and told me she was tripping with our mutual friend kat. so I called her using kat's caller ID. wish I had been there to see the look of confusion on her face when she looked at her phone and it said the person sitting right next to her was calling her when the person sitting right next to her was obviously not calling her. kinda fucked up but i was a fucked up individual as a teenager

I worked with this old dude who looked just like Frank Reynolds from Always Sunny. He honestly couldn't remember the simplest tasks, and would consistently forget to take stuff out of the oven (we worked in a restaurant). He obviously didn't last ling there, and the last I heard was that he works at the local Walmart and sleeps in the dressing rooms there.

I agree. We were dumbass immature kids though back then. And in my defense I didn't partake, only observed. But yeah, it was pretty cruel/mean in hindsight.

Not the most fried, but definitely a funny experience: I was walking through a downtown area, and was called over by a couple homebums laying on the sidewalk. The story went that one guy had fallen down and shit himself, and couldn't get back up--and his friend was too drunk to provide the necessary support to help him stand--so they were both just basically sitting there, while the one guy marinated in his own shit.
Being a stand up fellow, I got him up and sent them on their way.

I met someone once with extreme multiple personality disorder, dementia, and schizophrenia after severe brain trauma caused by poisoning.
While I was there he slipped back into a personality the caretaker hadn't seen in a decade and answered a question someone asked him right before he changed the last time he used the personality.
twas a strange experience.
