white fluff

On my san pedro cutting theres been white fluff growing around it for like a month but i figured nothing of it until the bottom started to shrivel aswell and also my peyotes have become very soft no like rotten fuit soft but not firm like they were when i got them.

How much you water plants?
You have not give much details but I could guess you have a mold in plants due to moisture and humidity what doesn't dry fast enough because cool environment.
This time of year you should not water your plants at all.
Hard to say, you don't tell much of where this white fluff are and what is conditions, when you water or so..

i watered twice a month between june (when i got them) and august then stopped when autumn hit it hasnt been watered for months now. The mold is in the dips of the cactus only 3 bits of fluff and 1 black blob on the bottom for some reason.

White fluff without water can be mealybug nests..
They can be see with bare eye, problem is they don't move and are under the wool they create.
Take tooth pick, check what kind of shit you find under the white fluff.. IF you have not water them for long time, I think you got a mealybug infestation in your cacti.
Mealies are not so serious, if controlled, they don't kill cactus but if they can colonize your plants too much, then there is a risk of rotting and losing the plant. One of two mealies doesn't seems to matter, then can be pick up when you see them.. usually they move when it's dark.
Mealybugs are experts with hiding, but white fluff areas at skin of cactus can be nest of mealies, just take a tooth pick, stick the white fluff and see if it feel's sticky and you see whitish-grey bugs about 1-2mm size under the white fluff, you have a problem.
these bugs will suck juice from plant, they live everywhere where they can hide, in soil and above the soil, they avoid visible places, usually be between ribs.
I have once got a loph from mail, it was full of mealybugs and all of them was in the middle of cactus at the wool of loph and rest of them had several bis nests inside the tap root..
Take close accurate picture, if fluff are at dry places and probably not have got a water and when you feel it with tooth pick and it feels stick, you have mealybug infestation going. They are hard to get rid of without systemic pesticides.
I have used systemic pesticides, I find sometimes one or two mealybug from my plants, but they are not resistant to all pesticides. I have find dimethoat is very effective to mealybugs but you can't give it when it's dormant season. Only way you can use dimethoat is make strong solution and use water spray very small amounts and pick visible spots away. When it's growing season give normal water and after that use water with dimethoat.. If you have access to that pesticide..
anyway, if you use dimethoat to plants as pesticide, I don't recommend later on consume the plant. This poison should break off inside the cactus in one month but anyway, it causes symptoms to humans without even ingesting it. Dimethoat water to skin cause toxic reactions to human cause it absorbs trough skin. Also make sure if you use dimethoat you have good ventilation system.
I have find out symptoms of dimethoat poisoning are: irritating eyes, nausea, headache, vomiting, and feel sick. Product I have it's so strong few drops are enough for big garden so only few dozen milliliter of pesticide are enough for years. In there is not available for private persons cause it's very harmful to nature and kill all good bugs also so I have got it from my own ways.
I never use dimethoat to plants outdoors in greenhouse nor edible plants. Only time I use it for edible plants are time when I rise them from seed and they are at vegetative stage but I keep plants without pesticide 1-2months before I move them to greenhouse.. cause they kill bees and every good bugs so using it in greenhouse doesn't have any benefits cause it's so toxic. Only red spider mites has got resistance against this pesticide.
