A couple of things.
Pre-filters do not develop static pressure. They're on the intake. The only static pressure is on the output side of the blower, ie the plenum. Prefilters only add a bit of drag.
If your filter is rated to flow 175 cfm at 1" w.g., then you'd need to run a bit over 1" to get the 100fpm air speed you need.
Study the chart that came with your filter to find the static pressure where it will flow 220 fpm or so and select a blower with that delivery rate at that static pressure. RR
