Yes Notahacker420 the syringe was from one of the sites most reputable vendors. I feel comfortable knowing that the syringes are good!

if one of your jars has one one good inoculation point, the problem is not the substrate but not enough spores getting into the substrate
1.spores tend to clump in the syringe, sometimes the will settle and form one giant clump visible at the naked eye, you need to shake the hell out of the syringe to break the clumps, and shake vigorously(not gentle) between jars
2.when you inoculate make sure that the tip of the needle is against the glass and deep in the verm/brf substrate you dont wanna blow your load on the verm layer
3. when you finish inoculating in one spot, remove pressing finger first, take a sec or 2 pause and THEN remove needle/syringe, dont go in an out because you may blow the load while retracting the syringe, we are talking about 0.25cc/spot so you gotta make sure all the load is IN fertile substrate
one more thing when asking about pf-tek most experienced growers here has been on g2g/agar territory for long time, so they may be oblivious to the little details since is been ages since they used a syringe or brf jars

Thanks loki44 for your input, I will definitely try your suggestions! Yes I also understand that most of the experienced folks won't be using BRF to grow on, so I appreciate the heads up! I just know that a technique as seemingly simple as the PF Tek shouldn't have run into as many problems as I have. I've seen other members first time grows go (for the most part) flawlessly. I will keep on trying!
