Tobacco Pruning

My Nicotiana rustica I'm growing indoors has really begun to take off, with a large amount of leaves beginning at the top, along with what might be flowers. They are a little under a centimeter long, and don't look like the beginning of leaves I'm used to. Are they just the start of a cluster of leaves? I know that to get better leaves I should prune off the buds, but this is my first grow and I'm not quite sure if these are what I should give the snip. Also are the growths appearing between the branches and the stem a leaf or flower?

Yes, they're the flowers starting to form. Let them grow if you want seeds, rustica is a potent tobacco as it, pruning the flowers is unnecessary.

Thanks for the quick answer! I think I'll let this one flower, to have my own seeds and to see the bloom. My other one should be close behind in growth, and I'll snip his flowers off to encourage leafy growth. I'll update this thread with pictures of the bloom!
