steam problem

when i try to start counter strike (1.6) up i get a error

ive restarted my computer
ive exited steam and went back in and i still get the same error
i cant even deleted CS to try and reinstall it, it says please close game before deleting it
google hasnt helped, i cant even find anyone having this problem with 1.6 , but lots of people having this problem with CS:GO
i believe it is indeed running cause my hours played are going up

Try cleaning yo registry maybe.
 Could be a temporary steam bug that you might have to wait out also. I've had a similar error once which went away after an update the next day. Contact support and find out.

Is steam autostarting when you turn on your computer? The steam service should be, but not the app itself.
Click the Start button -> Run (or search box) -> type 'msconfig' and hit enter to pull up the Microsoft System Configuration utility, then go to the startup tab, click 'disable all' button and hit apply. Then, go to the services tab, choose the 'hide all microsoft services' check at the bottom, then click 'disable all'... but then make sure the Steam service itself is turned back on (put a check mark back in that box)... you need that one enabled for Steam to work. Once you've done that, click apply, close, and restart your PC.
This will put your PC into a clean boot scenario (except for the steam service), and it should work. Then you can go back into msconfig and start turning things back on a few at a time until you find the culprit, at which point you can just leave that one disabled.
If the above does not work (it should), try clearing out your prefetch folder (c:\windows\prefetch), and do a system restore back to a point you know it was working.

hmmmm im very hesitant to turn all that jazz off, so instead i tried starting up in safe mode, and counter strike worked there
restarted in normal mode and my shit was classically fucked, took me a second to realize what happened so i switched back to my normal theme
the worst part was shroomery looked like this 
anyways does it working in safe mode mean i should try your steps, or something else?

I get that error but only if I double click a game right off the bat. Not sure other than google and the good ole uninstall clear all files reinstall.

Safe mode is a clean startup which also uses only basic included drivers and system-critical services. Drivers are not likely to be your problem, nor are windows services... so yes, that means turning off startup items as I suggested should work.
I am not suggesting you turn it all off and leave it that way; I am suggesting you turn it all off, then turn them back on a few at a time to find out what is messing with Steam.

i guess ill try it, any idea why when i go into safe mode, and come back to normal mode, my task bar is grey and my internet looks all wahck till i switch back to the dell theme?

Safe mode turns off theming since it is a non-critical function of the operating system... it should come back on automatically though when you go back to normal mode. Honestly, to me it sounds like you haven't clean this machine out in a while.. gotten rid of malware, etc. You are probably bogged down with all sorts of shit. When you are turning things back on after doing the clean boot, keep an eye out for anything which might be detrimental, and leave it off... then, when you are done, you can uninstall those things manually.

Disable Steam in the startup tab, but leave it enabled in Services. It might work, it might not.. either way, I recommend you go through the steps I have outlined.. it cannot hurt your PC if you make sure to hit that "hide all microsoft services" check in the services tab... it can only make things better.

No, system restore only affects the registry. You might have to reinstall any recently installed programs, since their registry entries will be borked, but that should be it.

wtf, i decided to play condition zero instead, and it got the app already loaded error and then tried counterstrike 1.6 and it worked
it seems only one game can be errored at a time
