The first ? is equal to 70/500, or 0.14
The second ? is equal to 70/700, or 0.1
...how old are you out of curiosity? All you need to do it literally flip the fractions.

An easy way to figure out fractions is to put them in the following format:

On the second problem I would put it as 1/(10^-1) because you aren't supposed to simplify fractions past the lowest common denominator.
on the first problem I would've put 1/((50/7)^-1) for the same reason.

math isn't the kind of subject you can skip basic knowledge on and have any clue what comes later........

Well, here's an easy way to deal with fractions: Cross Multiplication!
All you have to do is multiply the numerator of one with the denominator of the other, and it equals the numerator of the other times the denominator of the other.
For example...
For your first problem. it would be 1*70 = 500*x. Then I'm sure you can solve it!

Can somebody help me figure out how much vingear I need to substitute for acetic acid. Been racking my brain about this for the last half hour. And I don't just want the answer, I just want the equation because the vinegar available to me might not be 5%.

To figure out how much solution you need, take the mass of seeds in grams and multiply by 3. You can treat the answer as the volume in mL, because a mL of water weighs one gram and the solution is mostly water so that's close enough. Say it was 100 g seeds, you need 300 g or ~300 mL of 3% solution.
3/5 of that (=60% of 300 mL, i.e. 300*.6 = 180 mL) should be the 5% vinegar, and the remaining 40% (300*.4=120 mL) should be water. If the vinegar is of some other purity N% that's at least 3%, you would use 3/N vinegar and (N-3)/N water. If N is 10, you would use 3/10 vinegar and 7/10 water.
