Are these mealy's?

Came home from work today to find this on one of my T. Peruvianus.  Does anyone think this isn't mealy bug?  I've never seen mealy bug before so I'm unsure. 

I went ahead and took rubbing alcohol and a q-tip to it.  It rubbed right off and there were little green specs left on the q-tip.  Afterwards I misted the area down with water.

I think these were mealy bugs because they're on the new growth portion that has come up within the last three weeks.  You can see the brown growth spurt line in the photos.

Pics aren't too clear but it looks too large to be a mealy bug. They're usually 3-5mm long, this critter looks larger. I've never experienced them on columnars either. Can't be sure at this stage.

Mealies have a soft body with a cottony/felt exterior covering them.

Looks more like a spider egg sack or something. Better pics would tell more.

What a relief, thank you everyone.  I didnt even consider spider or moth eggs. 

ALso, thank you nicechrisman.  This peruvianus is one of my favorite cacti.  Growth started exploding after a repot in late October.
