is there a way to see if the cops are tracing your phone

It is difficult because no data is sent to your phone when it is tapped or tracked. All of that is done at the switch, and your phone does not have any part of it, nor would it behave any differently.
It is possible however -- If you hack into your phone company you can see all of the phones that are being tracked or tapped. One way is to hack into the switch, the other way is to hack the law enforcement web interface.
For most carriers, law enforcement is given a web page to track and/or tap phones. By hacking that page or the database it is tied to, you can see all of the law enforcement requests for that particular carrier.
Unless you are moving serious weight, it is unlikely your phone is being tapped. Just a few thousand phones are tapped each year, and generally for a short amount of time. It is significantly more dangerous to talk about illegal things over text messages - If you must discuss something illegal on the phone, use voice.

yea like don't the DEA pass your phone number onto local authorities when they assume you're doing something illegal with it.

If the DEA is dealing with you, I the local authorities might be contacted for help regarding investigation, but chances are the DEA will be the one conducting the investigation, and the arrest.
You can't tell if your phone is being tracked, as even if it's just on, and you're not doing anything, it's connecting to cell phone towers and can be triangulated.
If you're concerned about GPS tracking, you can disable GPS, or even use a GPS jammer although that is illegal as shit.
If you're concerned about the data being sent over 3G, etc... You can use Orbot+Orweb to use the Tor network. If you're concerned about text messages, you can use PGP to encrypt your messages.

If using orbot and orweb make sure your phone is rooted first so the bloatware can be stopped. Lots of bloatware connects without you knowing it and some have identifiers that could still give u up if the person tracking is smart enough. Root your phone and make sure only what you want sends and receives.

Also I would recommend forcing everything on your phone to connect through tor.
If you believe your phone is being tracked, ditch the phone it's self, and leave the phone plan still running (don't cancel it as this can cause suspicions) instead get a new phone, and go for a pay-per month subscription plan. Optimally, you want to register it under a fake name and address, try to find a place that doesn't require you to provide Id.
