How to control appetite?

I'm 5'8, roughly 140. That probably sounds skinny but I don't have much muscle so I actually have more of a thick build. Not overweight or anything, but just a bit flabby, and keep in mind I'm kinda a short guy.
I used to be fat, I lost a bunch of weight a year or two ago. Now, I've had it in my mind for a few weeks that I should reduce my body fat, put on a little bit of muscle to get an athletic build by starting to work out. Except, I keep procrastinating instead of working out.
You see, I maintain my weight at 1900 to 2000 calories per day, so I've been shooting for about 1700 and usually end up at 1900-2000 anyway. However, once in a while, I'll overeat and go up to 2500+. I'm used to not eating until 3pm, but yesterday I was off from work and ate 1000 calories by noon between a burrito and chicken pot pie. I decided I'd go up to 2000 that day and go on my bicycle to burn some off, so I ended up biking for 25-30 mins (200 calories burned) to McDonalds and eating 650 calories there. Then, I come home and start eating little packets of peanut M&M's, and have a half PB&J sandwich AND a slice of margarita style pizza. I'm guessing I ended up somewhere around 3000 calories yesterday, even after the exercise that's still a 750 calorie surplus which would equate to 1.5 pounds of fat gained a week if I did it every day.
So yeah, obviously I need to get out of this habit of binge eating sometimes, but I don't know how. Exercising just makes me eat more and then I get discouraged.
What should I do?

Staying hydrdated (with water) helps with satiety (a feeling of fullness.)
As the above poster said, a tea is a good way of consuming water. Mate is mildly stimulating in a good way, btw.
I find hemp hemp seeds really pack alot of punch and leave me feeling full long after other foods in my belly were metabolised.
Smoothies are a good, relatively low calorie way to get nutrition and more important displace the junk food you seem to be binging on.

I can't imagine counting calories like that. I know it must have a purpose, but it doesn't seem to make much of a difference what or how I eat (within reason). Despite working out (a lot) for the past 3 months, my weight has not changed a bit. I pretty sure I've just replaced some fat with muscle, so I'm not that upset but I feel like no matter what I do, my body figures a way to keep me at 165lbs +/- 10lbs. When I was riding my bike to work 70 miles per week one summer, I got down to about 150. When I stopped doing anything, and would eat ice cream for dinner, I maxed out at 175. 
Although, I'm beginning to realize there is a big difference between a fat 175 and a muscly 150.

I actually swore off of smoothies... I'd always make PB&banana ones, and, well...
1 cup of milk +130 calories 1 banana +100 calories 3 TBSP of PB +300 calories =530 calories for a tall glass of PB&banana smoothie which I down in about a minute or two
