Im no scientist,
but we allow pressue to build up, creating a thermoreaction which allows the water to boil at a higher temperature than allowed at regular atmospheric pressues, thus creating a higher internal temperature.
It needs to reach a certain pressue, to allow a certain temperature to be reached. For Example at 15 PSI water boils at 260 something degrees if im not mistaken.
Once that temperature is reached, it needs to maintain for a period of time.
Thus 15PSI/90 Mins for 1QT Jars.
If 10-15 Pnds of Pressure were not held for a period of time, I dont think it will have been sterilized.

Make sure there is enough water left inside of the cooker as to avoid a warping of the bottom
expensive mistakes happen without enough water.

I just wanted to allow YOU the consideration of informing you of other appropriate risks.
You will be fine if the pressure is achieved and cooked the appropriate amount of time than allowed to cool on its own.

Changes in pressure are an excellent way to crack your jars. Pressure fluctuation = Temperature fluctuation.
Sounds to me like you need more heat. Are you using a hot plate? If so, get a more powerful one.
Proper sterilization is not the question here. Appropriate heat for the given task is. Modulating the pressure will not help you achieve what you need.
