Since most forums ban proxies/Tor connections, would the best way to find and open connection somewhere, use a live linux distro, boot into that, create the account, then run on Tails for the rest of the posts? Do you really need to worry about VPNs and things of the sort?

One method is to simply use an internet cafe that doesn't have any cctv or other way of tracing your identity.
Having been involved in the forum scene for illegal stuff (not SR), if you ever get to the scale that attracts attention from the pigs, they will eventually catch you. You can hide for longer to delay it but it's not watertight.
Yes the pigs are generally useless at anything online but if they are determined to get you they will. Silkroad was penetrated and peado rings are busted. Eventually success will be the downfall unless you quit whilst ahead or take measures to re-invent yourself regurarly.
Using a variety of cafes at various times to avoid any patterns would be an option if you're really paranoid because you can dissasociate yourself with any evidence and hopefully just blend into the traffic. Using different machines and connections will make it a lot harder to trace and even then it'll lead to a public building to obscure shit even more. Completely isolate your anon activity from your everyday life, never allow any detail of the two to overlap. Even the stupid stuff like usernames, password and writing style.
(I've been able to track people down just based on silly mistakes they make whilst posting info. You may have a 100% watertight method to mask your connection, but if your silly enough to allow anything to overlap it can be tracked and linked back to work out someones identity. Managed to locate the founder of a drug forum this way even though he was massively more tech savvy than me. Username linked with an email which was linked to another email allowing more of the picture to be built up and pinpoint the guy. Rookie mistake by him, also helped that I got him talking and got enough snippets to verify the ID.)
Why the privacy concerns? Illegal activity or just anon trolling?

And one might ask you why are you trying to ID the people behind drug forums...

Wasn't for anything seedy. I'm not a cop n wasn't trying to blackmail or anything. Mainly for security. The site owner always has ultimate control and access to everything. Best to know who they are and that they can do the job right.
I've seen private communities pop up with absolutely no security other than it being members only. The owner was a total liability.
Others have been properly thought out though in which case it's the community themselves that pose all the risk.
