Are lavander leaves sedative?

Can I use the leaves do make tea, with tranquilizing properties?
I have a lot of this plants, but no flowers.

It mentions using the flower and oil, for medicine.
I think that the essential oil is prepared mainly from the flowers.
But on other places on the web, I found that leaves could be used, to make fragrance oil.
I am still not sure, if that means that I can use the leaves, fro relaxation.

I'm sure you could used them for aromatherapy uses, which is actually more how lavender works as far as my understanding. I've not known many people to ingest it for that purpose. Just gotta sniff in the smell.

I do use its essential oil for smelilng, and feel effect.
About tea, I am a bit confused, since I have read reports that said that tea is used as anti depresant and sedative.
I think I should check it out for myself.
I will try both dried flowers and fresh leaves, and see if there is effect/ difference.

I have tried tea flowers, and the effect is noticeable.
I think the effect was not very noticeable on leaves, which I used a few times before.
It is a disapointing in a sense, since I would love to use living plants and not buy dried plants...
Anyway, I will probably use them in their flowering season.

Lavender flower tea treats anxiety, dizziness, headaches and nausea. The essential oil is relaxing, mildly sedative and analgesic, can treat insomnia and depression. (Bremness 1994; Lawless 1994; Worwood 1995)

In mice, flower extract acted as a sedative, anticonvulsant and antispasmodic. It appears to act as a calcium-channel blocker ( Gilania et al. 2000)
