Pressure cooker not doing anything, gauge the problem?

So I got a used Presto 23 quart pc from the internet the other day. Cleaned it, set it up. Tried pcing some jars today, put in 3 quarts of water and put my stove as high as it could go to reach boiling point. Steam was coming out of the valve so I put the regulator on top of it. 2 hours later, no rocking. I lifted the regulator and steam wasn't even coming out of the valve! And all the time, the gauge was completely useless staying at 0. However, the lock button thing was down, indicating pressure inside the cooker.
One thing I noticed is that it says if the gauge ever comes in contact with water it will not work. My dumbass didn't notice this until after I washed my pc with soap and water, submerging the gauge completely.
My real question is this; is my pressure cooker working? There was no steam escaping the sides, just hot air escaping from the valve if I took off the regulator. Not steam, just hot air. Never once rocked, after being on full heat for 2 hours. All seals and gaskets are in fine condition, I'm just pretty positive my gauge isn't working. Should I order a new gauge and try again, or just give up and order a brand new pc instead of a used one? Any help would be appreciated...

If your stove works properly you probably ran your pc dry, ionno. If there was no steam. The gauge us only there to provide a reading, it neither creates pressure or releases it.

Safety first. Don't use that pressure cooker, or any pressure vessel for that matter if you are not absolutely sure of its condition.
15 PSI may not seem like much, but 15 PSI at 250F+ behind stainless steel can be a different monster. Those things can remove limbs from your body.
The pressure cooker is obviously not functioning correctly so you should get it professionally examined if you simply must use that particular pressure cooker, otherwise get a new one.

Just take it to your local police station, explain to them that you're trying to use it to grow magic mushrooms, and you think you made a bomb.
Yea but no don't use it or take baby steps until you figure out your issue. Take the seals out, oil, and put back in, check steam valve for obstructions, maybe see if there's a standard weight a 15psi weight should weigh and make sure that's what yours is.
