anti-homeless legislation doesn't really take the form out of outright criminalizing the homeless, so much as targeting activities commonly associated with homelessness.
things like eating, sleeping, sitting, camping or panhandling outside in public spaces; as well as selective enforcement of 'neutral' laws such as loitering, public urination, or public intoxication
seattle, for example, prohibits sitting or lying down on a public sidewalk between the hours of 7am to 9pm; i'm not sure what other ordinances it has enacted though

The city where i live passed a new law to prohibit people from wandering in the public parks after 23h.
It is never enforced when it comes down to the normal citizens.
But in regards to the homeless, i saw frequent use of strength by the cops to kick out of a park a sleeping homeless person.
This law was a mean for them to use their power over peaceful and vulnerable people.

Being homeless where I live (Cincinnati) has been illegal for years now. Although they don't put you in a forced camp where you are not allowed to leave. That's super fucked up.

Start by treating them like people and doing outreach in a non-invasive way--basically, approach them as a friend rather than a charity case--spend time with them as a fellow human.
Then, provide housing--it's definitely within our means--many (if not most) major cities have more unoccupied houses/apts than homeless people--it's also proven to be cheaper than incarceration.
Through the process of outreach and providing housing, identify any specific problems causing homelessness in an individual--addiction, mental health, unemployment, etc--and work with them to find a solution, with the final intention of them eventually being self-supported.
It also has to be accepted that some folks will never be able to reach this stage--at this point, harm reduction practices are the best we can do--provide safe needles (if not drug of choice out right), along with a safe space to get high--while doing our best to educate them on their lifestyle choices. In the case of mental health issues, provide group homes where they can live in a participatory communal environment, with live in help.
Finally, there are some folks who want to be homeless, and we need to accept this as a lifestyle choice. Instead of criminalizing nomadic lifestyles, we can accept it in simple way--public camping areas, public washrooms, public water fountains, public cooking areas--small things that can also be used by the general public--and, once again, to not see someone choosing to live without a home as instantly unbalanced but treat them as another human.

That doesn't address the crime and the detrimental affects on business associated with large homeless populations. There are plenty of homeless people around my town that if you offer them bus fare they still won't go to the shelters that are all over town. They'd rather panhandle and whatever else they do.

They should make a law that makes it legal to be homeless anywhere in the US. This is just another way to spend tax payer money.
To say that "homeless people" present a threat is like saying "mentally challenged" people present a threat or "African American" people present a threat.
YOU SHOULD NOT BE CRIMINALIZED FOR NOT HAVING A SPECIFIC RESOURCE. END OF STORY. NOT HAVING A SPECIFIC RESOURCE DOES NOT MAKE YOU A THREAT.

Start projects to have volunteers who need a place to stay build Earthships to live in. Maybe use one ounce of creative thinking and I bet they could come up with some pretty helpful solutions.

In New York City Giuliani would send out the street sweepers out in the middle of the night and then by day all the homeless population would have disappeared off the street without a trace.

In the art museum in downtown columbia a few years back, I saw an independent art project. This group gave homeless people dispozable cameras. They turned the camera in when it was full, and gave a little bio of what their life was like, how they became homeless, and what their lives are now filled with. Pictures of chess tables, blankets in the woods, flipping off cop cars, family members,their old homes, etc......
I spent more time looking into the lives of these men and women than I did looking at Monet and the like. Just knowing that the chef for an NFL team or a mother of three is the identity behind the person who is cold and homeless really shook me hard. It is a really sad situation.............
And to be balanced...... go hang out at the food lion at 5-points or the RTA and see what the police are talking about....the big thing is society in columbia has to actually confront homelessness with every USC game, with every concert, every state raley.....maybe some cities are just better at hiding their issues...

I have to try and find the other article I read but it was about how the police stopped the local church from going to the park and handing out food. they do this once a week but the police stepped in and told them if they handed out any food they would be arrested.

Yea that's common, food not bombs has been being harrassed by police for years. Something about not having a permit or commercial kitchen, which is required by law even if you are not asking for money.
