my dog got at my neighbors cat because his cat started pawing his little puppy nose and scratching him hard and hissing and shit so he went ham. we have started to stop the bleeding

Is that the tongue that is cut/messed up?  If it doesn't warrant stitches I am not sure what else they could do for the pup.  That seems like it may be a tough spot to have heal in the future do to the reopening of the wound though.

My pup is fine. The cat's tongue, yeah and his cheek. I sent a pic to my friend who is a vet but he didn't respond. Also, ripped out a tooth on the bottom part of his mouth. the cat was being a little prick

I wouldnt go to the vet right away, just call them and explain what happened and see if they will sell you a small bottle of antibiotics first. Amoxicillin or Cephalaxin. That will heal up in no time.
