Washington state, Seattle area. Tallish grass covering wood chips with trees maybe planted a year or so ago so relatively freshly developed area.

Generally you want to wait until they have matured and dropped spores. You can tell they have dropped plenty of spores when the gills are purplish instead of tan. That being said, if the consensus is that more spores equals more mycelium, then one could also argue that you are prolonging the lifespan of the patch, should it not receive fresh substrate.

Sort of to say that picking them means they don't use up all the materials necessary for growth? Allowing more to grow? Or the opposite of that. Does maturity deal with potency as well? Are small ones still active?

Small ones are found to contain more per weight, but not significantly enought to say it's better to have younger ones. I prefer small mature specimens. They are generally cleaner with fewer bugs, they dry more quickly and and more potent per mass.

And if you bring a small pair of scissors or small knife you can avoid messing up any mycelium.

Oh nice one man, normally I would have chose to sleep on them and wait for growth but the patch is widely known and frequently visited so I felt i needed to grab what I could, no intentional disrespect to the mushroom or environment but I will definitely go at it with scissors next time. Normally snip close to the ground or is there a preferable way to go about such.

you can take the larger pieces and the very butt-ends of the stems and merely bury them into wood-chips or layer of hardwood debris in parks and such as you walk around. Any place with suitable wood as long as it's moist.
you could also take it a step further and use them, or some of them, to inoculate your own supply of fresh chips.
