Definitely not a Psilocybe species. I do not know what it is though.

The shelving fungus on the paper looks like Trametes versicolor to me.

Trametes versicolor (The Turkey Tail) This mushroom is the source of PSK, commercially known as Krestor responsible for an approved anticancer drug in asia, PSK has also been found to be a scavenger of free radical oxidizing compounds. A highly water soluable, low cytotoxic polysaccharopeptide (PSP) isolated from this mushroom has been proposed as an antiviral agent inhibiting HIV replication based on an invitro study. It is reported that a polysacchoride peptide (CVP) and in its refined form (RPSP) has not only anti-tumor properties, but elicits immunomodulating response by inhibiting the proliferation of human leukemia (HL-60)
Sourced from Paul Stamets Growing Gourmet and Medicinal Mushrooms and maybe some other places.
T. versicolor can be dried and ground up to make tea. It's been a while since I have looked up recipes, but I remember they take a long steeping time. I would steep them at around 180f For a couple of hours. I believe the alkaloids are also soluble in alcohol.
