Mexican Military refused to arrest Joaquin “El Chapo” Guzman



MEXICO. - The United States offered to capture the Mexican drug lord Joaquin "El Chapo" Guzman in a 15 minute operation that would be "simple and quick", but the Mexican military opposed to it, said the journalist Jesus Esquivel to Efe.

"The U.S. intelligence services located him, they know where he was and they were ready to catch him," said Esquivel, who currently is presenting his book "La DEA en Mexico" (The DEA in Mexico).

The Mexican president Felipe Calderon (2006-2012) wanted the United States to catch the leader of the Sinaloa cartel, but the Army and Navy "disagreed and stopped the operation", because in this plan only U.S. personnel would be involved, said Esquivel.

Jose Baeza, a member of the U.S. Drug Enforcement Agency (DEA) who was interviewed by Esquivel, said that they gave all the information to the Mexican Government twice to catch el Chapo, but in both occasions he managed to escape on ATVs in the mountains.

He said the drug lord remains free thanks to the protection he receives from several politicians who are at various levels of government, but refrained from mentioning their names.

"The day that they arrest certain politicians, they will then discover many truths about the mysteries of “El Chapo” and the Sinaloa cartel," said the agent.

The Mexican Government said that they know where Guzman Loera is at, due to the information they have received from the DEA and other agencies, and also from their own information systems, military and civilians. They have a list of all of his assets.

The correspondent of the Mexican magazine Proceso in Washington reveals in his book that the Pentagon prepared a plan to catch "El Chapo", in an operation similar to that which led to the death of Osama Bin Laden.

According to Esquivel, "Washington has not discarded the plan" and will propose it to the current Mexican President, Enrique Peña Nieto, who took office on December 1, 2012.

"The capture of this drug lord- if Mexicans allow for it- would be as easy as taking candy from a baby" in an operation that would be "simple and quick", pointed out Esquivel.

This operation would be performed by three U.S. commandos trained in stealth operations in enemy territory and supported by high-tech three aircrafts remotely operated and armed with missiles.

According to the plan, military forces would enter the area by helicopter equipped with guns and two of the groups would be responsible for the main operation, while the third would cover their backs in case of retaliation by the cartel hitmen.

"In 10 or 15 minutes the two assault teams would catch the target" during an operation that would be run in real time from the Pentagon and even from the offices of the National Security Council in the White House.

The plan "will not involve the Mexican military and Mexican soldiers would only enter to observe the results."

U.S. troops would have to dress "in some sort of uniform belonging to the Mexican Federal Police," in order to "simulate Mexican participation" in the operation.

United States considers this mission a "priority," said the journalist, as Guzman heads the most powerful criminal organization in the world, according to the Treasury Department.

So how does one exactly attain most powerful drug lord in the world status? I guess it was bound to be somebody since the role exists. But it's just mind blowing when you think about it. Guzman shows up on freaking Forbes for fuck's sake. They say that he's long, LONG since passed the power, money, and influence that Pablo Escobar ever had. I mean like he's blowing him out at this point.

He must be one ruthless mofo to be holding it down like that.

according the article, the mexican gov didn;t want the operation to go down because the US didnt want any mexican officials involved. possibly because the US thinks they will never catch him that way because of the corruption within the gov.

Its pretty common knowledge that the Sinaloa Cartel is protected by the highest levels of the government.  El Chapo walked out of prison (he wasn't snuck out.)  There are some interesting books written on the subject, though most of them haven't been translated yet.

Anyway I read stories that supposedly Chapo, when he eats at a restaurant in Mexico, strolls in with his army of body guards -- they lock up the place and then confiscate every cell phone in the restaurant -- and then he eats. Then he pays for every bill in the restaurant and then they give all the cells back and leave.

Culiacán appearance

Later that year, Guzmán was reportedly seen in Culiacán, Sinaloa, repeating the same exploit at a restaurant.[30] According to a witness, in November 2005 Guzmán entered the restaurant in Culiacán with 15 of his bodyguards, all of them carrying AK-47s.[31] The restaurant was known as "Las Palmas", a lime-green eatery with an ersatz tile roof on a busy street.[32] A man in the restaurant told those present the following:
"Gentlemen, please. Give me a moment of your time. A man is going to come in, the boss. We will ask you to remain in your seats; the doors will be closed and nobody is allowed to leave. You will also not be allowed to use your cellulars. Do not worry; if you do everything that is asked of you, nothing will happen. Continue eating and don't ask for your check. The boss will pay. Thank you."[31]
The diners reportedly sat still and frightened, as El Chapo walked in through the front door of the restaurant. He walked among the tables, greeting each person there. "Hello, nice to meet you. How are you? I'm Joaquín Guzmán Loera. A pleasure. At your service," he said to all of the diners, as he shook their hands.[31]
El Chapo then walked to a private salon inside the restaurant, where he ate the house specialties of "beef and fist-size shrimp." After a couple of hours, the meal ended and Guzmán departed; his gunmen left moments later.[31] Los Angeles Times reported on this same incident in an article published on November 3, 2008.[32] The newspaper, however, noted that whether any of these reported exploits actually happened is irrelevant, because these stories of Guzmán's elusiveness have created a mythology around his image, where he's claimed to be "everywhere, and nowhere" at the same time.[32]

Other appearances

According to Milenio news, witnesses have claimed to have seen Guzmán Loera in a restaurant in Ixtapa Zihuatanejo; visiting a beach in San Blas, Nayarit; visiting a house he allegedly owns in San Pancho, Guanajuato; hiding in the mountains of Durango; eating at a restaurant and paying for customers in Ciudad Juárez; in his hideout in Michoacán; traveling through Monterrey; and attending the party of a famous businessman in Torreón.[33]

Some people say that, others say he walked out.  I believe that the guards used that as a convenient excuse.  I don't buy the story where they claim they thought he was smuggling gold out of the prison, doesn't really make a lot of sense to me.  I think they talk about it in Narcoland.

no joke. i used to skype with my friiend when he was living in mexico. he was raised there, so
when he went back he was still well plugged in. He was telling me some fucked up stories. i
know they tend to skin people alive down there.
