I have yet to see someone who hasn't had their personality or behavior at least slightly altered by their smartphone. The moment I saw my mother checking her emails at the table in a nice restaurant, I realized how insidious the ability to be constantly "plugged in" can be. My last relationship was in no small part ruined by my boyfriend's use of his iPhone. Between Grindr and texting old boyfriends, I had no chance.
I don't think people even realize what they are doing, checking their phones every minute - it is a habit they don't seem to be conscious of. I've known people who you can't even have a conversation with anymore because they are too involved in whatever is happening on their phones.
I'm no saint. I got bitched out for texting while watching a movie recently.

20 years ago, if you needed to know an obscure fact or how to perform a technical procedure, you'd have to wait until the library was open or call someone smarter than yourself. Now, if you can't google it within ten seconds, you're an idiot. Google is great, but I'm a little disturbed at how little information people are committing to memory these days.
I'm not being one of those "you kids today..." types. I do the same shit as people half my age. The difference is that I remember the time before the Internet, Google, iPhones, etc...

It's really weird being a part of the generation that was born early enough to live through the period before the huge leap in personal technologies. I grew up with VCRs and SNES and shit, but around the time I was reaching my later teens, cellphones and 3D games and everyone having a computer (with fast internet!) was entirely normal.

I like to try to keep my reliance on smartphones and whatnot to a minimum. I don't Tweet, Facebook, Instagram, or any of that bullshit. That said, smartphone is useful as fuck for work.

People behave or "act" as you put it exactly the same. While they may have new mediums for their behavior (the internet) the still do the same shit in the same quantities. Hence the saying.
For instance the automobile enables you to travel further distances, but ultimately what do you do when you get where you're going? Same shit you would've done if you had to walk.
