Faint white substrate, can i reinoculate?

I inoculated several brf jars with ecuador. It has been 3 weeks and i havent seen any signs of growth for that batch. I have a few jars of b+ and they are doing fine. But when i checked ecuador jars i noticed some had a faint white tint to them. Im wondering if thats a contamination or if its mycelium. I dont recall mycelium ever looking like that. It almost looks like condensation.

I was initially planning to reinoculate with a different syringe since i was told i had dead spores. The only problem i see with this is i might be pushing contams that may already be on the verm barrier down into the substrate. But i dont see how there would be any contams on the barrier since it hasnt really been too exposed to the substrate and im trying to save a little bit of time and resources by not redoing the whole process and instead skipping to the reinoculating part.

A lot of words for a simple question.
Can i reinoculate with a different syringe? Or must i start over? And what is up with that middle jar?

It is always best to start over in this situation in my opinion.  I would not recommend re pc'ing or re inoculating jars.
