It's an Amanita species you would need to have dug it up carefully to get a positive ID.

It's hard to say for sure, could be A. frostiana or A. guessowii

Given the area it was found I doubt frostiana but there are also 100s of Amanita species. Carefully dig around the bulb at the bottom of the stem and take good pictures of it, that's your best way to get a good I.D on it.

It does seem like A. muscaria though.

Unfortunately the stem was torn off of the cap, I don't know if the bulb is completely intact but it does appear to be there.

It's there, I am pretty sure that it's Amanita muscaria of some sort. I would wait for a T.I though. Not sure what your little brown guy is though.

What's the differences amongst Muscaria? Is this saying it might not be the PNW version of Fly Agaric? Thank you for identifying as well

It's pretty ambiguous at the moment, your mushroom is safe to consume I believe.

A. Muscaria, definitely.
Likely Amanita muscaria var. guessowii
Europe = Amanita Muscaria var. Formosa

I wrote up an extraction method for Amanitas if you aren't a fan of eating them, though some say they are really tasty.
