Live tissue cultures of cubes without psilocin are legal? Wait what?

There's a website that I've gotten spores from, a non sponsor, that I've had good luck with. But recently they started selling syringes of 'Live culture' for cubes and exotics. I thought live culture was illegal to produce / sell but this is what they say on their website.
"AREN'T LIVE TISSUE CULTURES ILLEGAL? Despite misconceptions about the topic; live tissue cultures are no more or less legal than spores. In the states that limit spores they also make mention of live tissue cultures, so cultures cannot be sent to CA, GA, and ID. Otherwise they are of no additional legal consequence as they contain no active substances. All species have had tissue samples concentrated and tested with High Performance Liquid Chromatography/Time of Flight-Mass Spectrometry (LC/TOF-MS) with zero detection for psilocin or psilocybin. This holds true even for p. azurescens; the most potent species. This is because psychoactive mushrooms do NOT produce active substances until later into their mycelium stages such as primordial knots. This has been confirmed by the FBI with more primitive equipment and confirmed by us with the most sensitive available. They are NOT illegal as they contain no illegal substance! They are not intended for cultivation regardless and are provided for genetic preservation of exotic species collected from around the globe. Here is a screen shot of one of our laboratory tests on concentrated p. azurescens tissue. We have never and would not grow more than the most primordial wisps of these rare species, so we do not have any further info on later stages (sorry)."

So I guess my question is, if these really have live tissue samples are they even viable? Would they even grow? I just have this feeling like these guys are trying to sell you a worthless syringe that may have live tissue, but is useless for cultivation.
My second question would be, if this IS legal then why haven't any other sites done it? E.G. the shroomery sponsors.
No I will not mention their name. Please don't PM me for it.

I found the website with a quick Google search. They used pics of the strains from pictures posted on this board. That alone is extremely suspect

I have had a very good experience with them yes. Never any problems or contamination and very communicative but there's something that doesn't seem right about the 'live tissue'
Again, if it were legal, then why haven't other spore stores done it? Why would this (relatively) new shop be the first to sell viable tissue samples when there have been other players in the game for 10+ years and never done it? Something just doesn't seem to add up.

They're being stupid.
Regardless of laws re: spores, they're engaging in conspiracy to cultivate a controlled substance. If they're using the US mail to do it, stay well away from them.
There's a reason spores are sold for microscopy use only. It's one of the methods we use to make a positive ID on mushrooms.
