Again, it's inevitable. The U.S. can't stem the tide of outsourcing and importing without impeding exports. We either compete in a global market, or we close off and try to function solely within our borders. This latter choice is economic suicide.

I am sure many good paying jobs are now being exported if possible, computer work can be be done anywhere on the globe.

Bernanke was being questioned in a Congressional hearing one day, he was asked about the high unemployment in the US and what the solution was, his answer was "there is no real solution, it's structural.
He has basically saying, with the current economic policies (globalization), high unemployment is here to stay, regardless of the domestic policy.

No, he was saying that the current realities create the problem. Policies didn't make the market what it is...technology did. The global market was coming whether or not any particular nation wanted it or embraced it. Technology has changed the way that business can be done...it's inevitable that business will seek the more efficient route.
The best Congress can do is get out of the way and try to promote policies that keep the U.S. competitive where we have a shot of being competitive: Innovation.

What killed those jobs is called robots. Also there are plenty of good paying construction jobs that would be available to millions of Americans if we would kick the fucking border jumping scum out. Not that the brats are willing to sweat for a living but still, those are good paying jobs and they are being taken by illegals. I see them everyday. It is a rare site where I am not the only native English speaker on the job.
