Because 1.3 billion screaming chinamen (I know, dude, not the preferred nomenclature) have recently flooded the market with cheap labor.
Congress can't protect the American economy from outsourcing offshore. It's an inevitable product of the world economy being as it is. America must either get back into the business of innovating, or we're going to keep sliding lower on the totem pole.
