I pressure cooked rye at about 60 PSI

Hi!

I got an old soviet pressure cooker without an automatic pressure regulator. So, I accidentally forgot it for about half an hour and when I got back, the pressure was at about 60 PSI. Crazy...

Anyway, is there still any point to inoculate the rye jars or rather not?

use your best judgement, if they look like grains and roll like beads they should be fine.
over cooked grains usually are either black or mushy

Are you positive that it was 60 psi? That number sounds more like kPa (Kilo Pascals), and you'd need 103 kPA to = 15 psi.

I would imagine that non-American pressure cookers would use a different unit that lbs/in2.

It's kind of funny to imagine those grains being under four additional atmospheres of pressure >.<

60 psi. The water would be at 310+F. It's probably reading KPA

It was probably 60 kpa if it has a gauge.  100 kpa is 15 psi.  If it went to 60 psi, the filters are probably ruined.

I've pressure cooked before - usually it's like 1.2 kgs/cm2 but this time it was 4 kgs/cm2 (off the charts of the cauge, so I don't know exactly) which would make about 56 PSI. The grains look totally dark brown and roasted, so I won't use them.

In which case you should toss that thing out.  A blowout plug or overpressure release should have vented the steam so you wouldn't have a bomb about to explode in your kitchen.
