I have heard that Japan specifically banned Panaeolus papilionaceus, due to their mistaken belief that it is psychoactive.

Yes, one of my Japanese poisonous fungi books states that it is one of the banned mushrooms. This book will say which poisons are in the mushroom and psilocybin is one of them. On the previous page it says that Panaeolus subbalteatus is banned as well. We all know how strong Pan subbs(cinctulus) are. Not only can we see the rainbow but we can taste it as well. 
As far as I can tell with laws/obedience to laws/social conformity/social oppression in this country, it's not about is it right, wrong or is there a victim. It's more like let's follow the U.S and did someone get their feelings hurt and make a big scene and complain to some people in "power."
Sorry guys but I don't know why some fungi became illegal here around 2002. My theory is that the government couldn't dare allow a substance to be legally consumed that allowed people to think outside of the box.
There is a lot I can say but I'll keep my political science ideas to another part of the forum.

Right, but Panaeolus papilionaceus is not psychoactive at all as far as I'm concerned. I hold with the school that the slim claims to the contrary represent misidentification.
