Yes, the M16 is still in service. Some factions of our military still use it although most use variants of it. However they're always in search of a better performing replacement BUT politics comes in and usually the cheapest of the highest performance guns are the ones the military uses.

The AR-15 is just a civilian model of the M16. The key difference being that it is semi automatic only and that there is no fire selector switch. There are some other differences such as most AR-15s are built to military grade specs and wouldn't handle intense rigorous combat although some of the more expensive ones are just as good as the militaries M16s and maybe even better. Oh, almost forgot to mention that most AR-15s are designed to fire only .223 ammunition while M16s can fire 5.56 or .223. However there are exceptions, lots of AR designs will fire 5.56, be sure to check with the manufacturer before trying. Should also say on the barrel but lot always. The 5.56 round is slightly more powerful than the .223 round.

The M4 is just another M16 model. The M4 is just the carbine version of the M16, meaning a shorter barrel (16inches or less) and a collapsible stock.

There are tons of M16 variations such as the M16A1 or the M16A2, M16A4, ect.

There characterized by small differences and and most can be fully customized into another variation on the spot with the right tools, parts and knowledge.
