Slow Wi-fi Internet?

I just moved and my macbook went from 400KB DLs to 130KB. Same modem and service. The hard-wired PC was slow too. I wiped the modem and the PC is back at 400KB but my macbook is still slow. I'm near the wi-fi modem. I ran a speed test and my Mac says 1.3Mb but banners are still loading slow. I tried other browsers, same problem. WTF? I tried calling my ISP and they couldn't figure it out either. Anyone have a settings suggestion for my wi-fi modem? Nothing in OSX has changed but restoring it is all I can think of trying.

This suggests that whatever problem you have, it (also) has to do with the other side. Those 400Kbyte/s downloads, are we talking torrents here?

No torrents, all DLs from anywhere are stuck around 130KB. Everything, even youtube loads slow. Do you mean the problem's in the modem or the ISP? I tried messing with advanced wi-fi settings, no changes.

By 'other side', I mean wherever the downloads are coming from or indeed the ISP. But the ISP doesn't seem to be the culprit if your download test reaches 1.3Mbyte/sec. Can you confirm that result?

Yeah test says 1.3Mbps but pages still load slow, freakin weird.

Is anyone else using your connection? Housemates or neighbours stealing it? Check it for unusual connections. Make sure it's secure.
Is there anything that might cause a disturbance/ interference? Any new electrical products in the house?
Can you test it with an alternative wireless device to rule out your own machine? Bad settings, a crappy update, dodgy antennae or malware could be a source, easy to rule out though.
Have you just moved to a more populated location? It's possible that if you're in a busier area then there will be more demand on the network from your local hub.
Is it possible that your ISP is throttling you? Some are sneaky c@nts and will limit you heavily 5pm to midnight and then anytime once your over a specified limit. i.e. once you torrent a movie or 2 they will kill your speed. Try comparing download speeds at 6pm versus 1am using a test and actual torrent download. Then try it all again after having downloaded a few gigs of data.
a few things to test and rule out: Your machine Stolen/shared signal Interferance ISP limitations new area?
Test a few things out and make sure to ring your ISP if it's not obvious. See if there is anything they can do to ramp up your speed a bit.

Wifi slow to many factor connect with it. 1 electric router 2 DSL frequently 3 Wifi radio small area 4 Virus on PC.
