First things that come to mind for me are ventilation and heating. Other than that I cant see it as a problem. Although some light is needed to trigger primordia formation. But a few fluoros could fix that issue.

Dampness. I lived in a place with a cellar but was very damp so useful for nothing.
It is likely to be colder down there too so heating might be needed.

If it's cold and damp in that room don't let that put you off . Just grow a mushroom that fruits in the fall . Have a look in the grow logs at some of captainfuture grows in his basement http://www.shroomery.org/forums/showflat.php/Number/11638320

as long as there is drainage around the walls and floor and you don't get water seepage in heavy rain it should be fine. Usually there is supposed to be a layer of gravel or something around the cement walls on the outside to allow water to flow around the walls and not up against it.
Are you planning on doing a greenhouse grow?

It does not get any water in there, there are expansion joints, electricity and lights, was going to spray it down w/ Tea tree oil & Grapefruit seed extract and possibly seal it, should I seal it if i'm doing tubs?
The idea was to let it cool down in there and regulate w/ radiator heater and small fan this winter. Figured it to be cheaper and easier to heat vs. cool. For this round I was going to do monotubs. The idea of turning it into a green house is there, just don't have the funds to set it all up. Even if it were to get moist from the heat and cold outside....will it matter w/ tubs? I'm thinking the coldest it will get in there will be mid 50's-60's maybe lower by the time it's over, and that'll be easy enough to warm back up being a small space and no drafts.
It's really too big of a space for what i'm doing, should I visqueen it off? the only reason I was going to seal it was for dust reasons. or should I just throw a couple tubs in on the table and call it good? I'd like to do a bunch of side by side comparisons just for shits and giggles. Like using my garden's vines after they dry and mix w/ coir or dung and make a few trays. I've read that adding nitrogen to the mix after the myc has formed is too late...that it want's the nutrients before it's growing? Cucumber vines have twice the nitrogen and phosphorus as hay. Complete noob here, if I'm wasting my time in some of my thoughts, please tell me to shut up

This sounds like exactly what I wish I had. I think it would be so much better to control all elements of the grow. I would plastic wrap the walls and seal everything. put in a heater with a self shut off thermostat, and hang the thermostat from the ceiling to put it in the center of the room. Hang fluorescent lights on a 12/12 timer. You can also have a really good fresh air circulation with a small room as well. But I'm not very good at visualizing sizes in my head so maybe 8x10x10 isn't big enough for this.
