Looks like they are too expensive to be practical.    I can do a whole lot of NaOH DNA extractions for the over $5 price for each card.

That price is beyond ridiculous. I imagine that large scale automation of the manufacturing process would drive the cost down to something reasonable, but I doubt the demand for the product would ever satisfy an investor. It's a shame really, I envision packs of these cards being distributed to herbaria and clubs that otherwise would not participate in a large scale phylogenetic study.
