I say BS. I have torches and trichocerus growing all the way up north in NYC. I will probably grow BETTER wherever you are.

Your winters are too cold and wet for the plants, but that just means make them dormant and store indoors through winter. Some varieties may tend to rot in your summers, but most should do fine.

I live in Belgium, med cold winters med warm summers (which are getting drier each year). I grow tricho and lophs without any problems, a member of this board grows cacti above the arctic circle.

Just have a greenhouse you can put them in when the temperatures drop, doesn't have to be fancy. Just something to put them in, and maybe some kind of little heater. Not really necessary though, just for an extra precaution if you'd like.
I'm sure the winters there are more consistently "winter" than they are here in texas. But the temperature lows are still pretty similar.
And by more consistently "winter". I mean it might not be 38 degrees one day, and 85 degrees the next.

Lots of cacti seem to do great in humid conditions, some major cactus nurseries are located in places like Thailand. Sheltering your plants from rain while they're outside might be a good idea though if it rains a lot, constantly wet soil invites rot.

ill mainly be growing peruvian torch and trichocereus bridgesii. My winters are pretty consistent like 50-60 early winter 40-50 late winter .We have like 2-3 times a year were it gets below freezing ,a greenhouse is possible but i have an indoor grow house i bought off amazon thats not being used (i was going to grow weed but its to sketchy) . i cant really dish out 75 for a hps so how man cfl's would be enough for maybe say 3 cacti?

Growing Trichocereus with artificial lighting is an uphill battle, they will definitely get skinnier under CFL.

your in ag zone 7a-7b... you should be fine to grow outside, just bring them in if it's gonna freeze... they can survive anything above freezing IME, just make sure they don't stay wet for too long

I have grown cactus outdoors and greenhouse at latitudes of ~70 degrees of north.. Northern than arctic circle..
I think you have good situation still when compared to my climate and problems with elements.
Summer day temps are from +10C to +30C, nights are from +5C to +10C, at winter days are total darkness and temperature is at worst case -40C.. At a good day at winter temperatures are somewhere -10C...
