Problems finding casing material

I am going to have a need to make a proper casing soon and I am having a hell of a time finding anything of use in my area. Cactus mix is everywhere but finding hydrated lime to buffer it is proving difficult. All the seed starters or potting soil mixes that I can find are all full of perlite. I found one bag that said it had verm and no perlite, but when I got it home it was full of perlite 
I'm wondering a couple things at this point;
1. Can I use the starter soil in spite of the perlite? Maybe if I picked out the big chunks?
2. If the answer to question 1 is no, would a late casing of coir/verm be acceptable for copes? I know that coir is widely considered too nutritious, but people used to use it for casing, and if applied late, would it not provide the proper parameters for a casing?
3. I have seen a few threads where people were able to see pins from copes before the casing was applied. RR said that usually the reason copes need to be cased is that the thin sub depth tends to dry out without a casing. If that is the case would a simple verm casing suffice?

Don't worry about the perlite, it won't hurt anything.

Well I just tried sifting the soil through one of my mesh strainers that I use for my grains and it seemed to get most of the perlite out So I think I'm good. Thanks.

Here is what I was talking about. Unfortunatly there are no ingredients listed.

My Bro grows a lot of "tomatoes" and he has a lot of different soils kicking around. He let me grab a few to try. These at least have the ingredients listed.

Use the one on the bottom right.
That is exactly what you want.
If it contains a little perlite, no big.

Sorry, I should mention, add verm to it.
I thought it said vermiculite in there too.
If there is a ton of perlite you can sift it, then add your verm and hydrate.
But everything else about it is perfect.
