Pressure Cooker confusion

I have just bought a Presto 23Q PC and am a bit confused.
The instructions say to put in 3 quarts of water and the general advice I've been reading on here is to go 1-2 inches from the bottom.
My confusion is that the rack is thin and therefore even if i only put in 1 inch of water, then my jars would be IN the water once I put them on the rack and I know that's a big no no when steam sterilizing in a normal pot
Can someone confirm for me whether the water needs to be below the rack or not? in which case there would be fuck all water in the PC... Or is it just a case of not having the jar touch the bottom but they are ok to be in the water with PCs?

You need enough water to last for a 90 minute run.
It is ok for the water to come an inch or so up the jars.
You could put lid rings or foil or something under the rack to lift it up even further tho.

I know you don't want it running dry, i have my aluminum foil balls keeping my rack up a bit and then i fill it with so the bottom of the jars are sitting just above the water... not quite 2 inches

Get the foil out of the PC.
The jars can touch the water.
There is no reason for them not to.

I have the same pc. I fill it up until it goes up to the first crease of my pointer finger while touching the rack. That should give you 90 minutes of run time

I mean, it can...but there is no harm in the jars touching the water.
The water is under the same pressure and at the same temperature as the steam in the PC.
That's all I was saying

I just bought the same one. There should be some marks inside the pressure cooker and the last mark is the lowest water line. I situated my half pints in the bottom and added water (carefully) until it reached the line. It will be about 1 inch below the lids on the jars. It shouldn't affect anything, at least it didn't for me.

I thought i didnt want whatever substrate so close to the heat so the bigger buffer the better ?

Nope.
So long as it doesn't touch the bottom directly, you are fine 
The canning rack is all you need.
