Obama was a senator at the time of Katrina. Why is it so outlandish that someone would find congress more responsible than the President?

The people were only given two choices. One was a senator and the other was a President at the time of Katrina. If the person answering the question believes congress to be at fault, he/she is going to choose the only member of congress among the two choices.
P.S. "congressman" refers to a member of the House of Representatives. While it makes logical sense to refer to a senator by this term, it isn't really accurate under the common usage of the term.

Yep and the Democrat douchebags just love to blame Bush for fast and furious. The fact that the wonderfully successful program killed hundreds of Mexican civilians, as well as an American border guard didn't even start until 2009 when Bush was out of office is completely irrelevant.

Whether they knew or didn't know, it's certainly not outlandish for someone to blame congress and its members more than the president. The OP seems to assume that the only explanation is stupidity, but that simply isn't true.
The question was worded such that the person answering had to determine which of two people was more responsible. Many people probably thought neither was responsible, but if pressed, chose one because perhaps he had a tiny bit of culpability. In those instances, membership in congress could be enough to tilt the scale one way or another. For that matter, membership in a particular race, religion, book club, or gym could tip the scale.
A more valuable question would have had a blank line for people to write in a name. I seriously doubt 28% would have written Obama...I doubt 1% would have. I would bet $10 that "god" (or some equivalent by another name) would get a higher percentage than either bush or Obama.
Further, if the choice were between Mickey Mouse and Donald Duck, we could call everyone answering the question stupid, when the question is just stupid....
Frankly, the survey posed an absurd question and got an absurd result. No surprise there.
