Can anybody with experience in law enforcement tell me why people are following me?

Okay, so here's the backstory:
There's this park 5 blocks away from my house that sells crack 24/7. They sell crack, literally 24 hours a day, 7 days a week, all out in the open at the park. And this is right in front of the library, in plain fucking view in front of everybody. The weird thing is, cops never even drive through or stake out that place.
Well, I should say, they never USED to. I guess a couple weeks ago one of the parents that brings her kids to the park noticed one of the pregnant homeless ladies dealing drugs, shooting drugs, and smoking crack in the bathroom at the park and snitched her out to the cops. So the cops came and were finally forced to do something about it.
So, I was there at the park that night when the cops showed up. I showed up, saw like 6 cop cars on the grass in the middle of the park, thought "Shit!" and drove the hell away after I saw them there. Later on I ran into one of the homeless tweakers by pure accident, and the funny thing is, he said that all those cop cars showed up at the park not to arrest anybody, but to write everybody tickets for being at the park later than 10PM. LMFAO like WTF??? What's the point in that? Like homeless people are really going to pay for those tickets?
That happened like 2 weeks ago. I still see the same homeless people at the park doing their usual thing, but only during the daytime now. Now at night they go to back-alleys and shit and wherever else at night. I got a little sum'n sum'n from my fave person once in those two weeks.
So the park was "busted" technically, though not in any real way. The cops just told them to scram after 10PM and take their shit elsewhere.
Anyway, I, thinking nothing of it and not worrying, because I have at least 2 of these homeless peoples' numbers, just decide to call them and go directly to them. Well, when I was dropping the younger black guy off at his place, I noticed there was an all-black police vehicle, with completely black windows parked on the street (the windows were so black I couldn't even see if somebody was inside the car or not), with the words "POLICE INTERCEPTOR" written on the side. I thought nothing of it at the time, because there was an actual cop car trailing right behind me when I dropped the guy off (it was like 2am and completely dark outside so I didn't realize the vehicle behind me was actually a cop car, I thought it was just one of the neighborhood cars), and the cop simply swerved around my car and drove off instead of taking any interest in us. So I thought whatever, no biggie.
Well something really, REALLY fucking sketch happened today. I was picking up a $20 off this older homeless man, the guy who I first bought rocks from, but personally can't stand dealing with because he's a fucking asshole and always demands more money or pinches the bag pretty bad without even asking (normally I'll just give you some, especially if you are homeless and you are hooking me up phat like that, but there have been times where he has taken literally half the bag when it was an 8-ball and shit). He's pretty much my last-resort guy cause I hate the guy so much, he's such a fucking snake. But I pick up from him anyway because nobody else is answering their phone or is in their usual spot.
When I meet him, he mentions to me that the spot where I dropped the younger guy off is actually a REALLY hot spot, and he actually got busted right at that spot. I was actually planning on going to smoke over there right after picking up because I'm too paranoid about my roommates smelling the fumes to smoke it at my place. Cause I'm pretty sure the few times I have smoked at my place my roommates have totally noticed something was up.
So now I get paranoid about smoking over at that place, so I ask this guy if I can smoke in his seedy motel room for like an hour or so. This guy looks REALLY fucking homeless and cracked out and like 3 decades older than me by the way, so it pretty much looks like somebody like him and somebody like me have no business talking to each other, unless it's for something obviously illegal. Most likely either drugs or prostitution. As we are talking, two cop cars drive by, not at the same time but about 10 minutes from each other, but they don't slow down or take any interest in us or anything so I think nothing of it.
I get inside, I smoke. I stay about 30 minutes. I get in my car to leave and drive away. Right as I pull from the sidewalk, this mysterious all-black SUV with completely black tinted windows also starts driving at that exact moment and follows me. I could not see the person driving behind me at all, their windows were completely black.
Now, living in a high-traffic area, I wouldn't think anything of a person following me. But I was going through WEIRD back-alleys and residential neighborhoods, not main streets but little tiny streets that people wouldn't ordinarily pass through unless they lived there (and it wouldn't make sense to pass through those ways because ultimately it takes way more time than just taking the main roads), and they were following me every which direction! And not just following me, practically tailgating me too. As a matter of fact, they continued following me until I entered the next city (which is patrolled by a different police department than the city this car started following me from). As soon as I entered this other district, they turned the corner into a parking lot and drove out of sight.
I'm freaking out a little bit. But I start telling myself, "Calm down, CG. You're on drugs. This is what drugs do. They make you paranoid. Stop freaking the fuck out and park somewhere until your doctor's appointment." Yes, I had a doctor's appointment in about 30 minutes, and I need to pass the time and stop being so fucking high. Cause seeing that car follow me all throughout the city was giving me a little bit of a panic attack, and my fingers are all shaky from being cracked out of my mind.
So I drive back to the original city, this time using a completely different route than the direction I came. I drive to a strip mall parking lot and just park in the shade and light up a few cigarettes and alternate back and forth between my cigarette and my asthma inhaler. I notice this black woman in what I believe was a Prius park about 3 spots away from me after I park, and she's just sitting in her car playing with her phone. I don't think anything of it.
So, it's time for my doctor's appointment, and this is in a hospital building, so I drive to the hospital. As soon as I start driving away, I notice the black woman starts driving too, and she's right behind me. Then I turn, and I don't see her after that behind me so I just think "whatever who cares" to myself.
Well, I'm walking along in the hospital, and I stop to use the bathroom first, then come out and start walking down the hallways. Well. You know how hospitals have those mirrors that allow you to see who's around the corner, so you don't bump head-first into anybody when you turn corners? Well when I get out of the bathroom, I hear footsteps behind me following me, so I unintentionally (or must have subconsciously) started slowing down my walk.
Well when I gaze up into one of the hallway windows, I get a glance at who's behind me as I'm turning the corner. NO FUCKING SHIT, it was the SAME black woman who was parked 3 spots away from me in that strip mall parking lot!!!! And I KNOW it was the same woman, because she was wearing the same exact shirt, and had the same exact poofy afro, which is a style that no black girls in this area actually wear anymore (which I now believe must have been a wig, that afro was TOO DAMN perfect-looking).
So this woman follows me, and I hear her footsteps all the way until I open the door. Looking back on it I really wish I had turned around and ran to her and asked her why she was following me. But I was cracked out of my mind and paranoid and scared as fuck at the time that people were following me, so I just kept walking faster and faster away.
I was like, "Who da FUCK is following me??!!??!?" No shit man, I was so fucking sketched out! I was actually way tooooooo sketched out to go back to my place after this, so I ended up driving the next county over to my parents' place, to lay low for a while. Dude, I really REALLY FUCKING HOPE that wasn't the DEA or some shit. And I REALLY REALLY fucking HOPE they don't think that I'm THEIR supplier, like I go there so often they think I'm the MAIN trafficker, or some shit. Man, that shit was so fucking sketch. I'm just a fucking innocent crackhead goddammit!!!!! A dope fiend!!!!! I ain't no fucking dealer or drug smuggler or trafficker!!!!!
SOMEBODY has put some undercovers or private investigators after me, and I am really really fucking sketched out! So now I'm wondering if I have a GPS tracker or something on my car. Where can I look for this sort of device? Would it be on the very underside of my car? Between the body and the tire?
Has anybody experienced this sort of thing, and maybe somebody experienced in law enforcement can shed some info on who is following me, and why, and whether I as a user (and not a dealer of any kind) ought to be concerned or not.

CG, you know that crack is wack! Please try to cut down and quit. I did it a looooong time ago and have not touched it in over 10 years so I know the psychosis produced. If you are correct in your paranoid "assumptions" (delusions, psychosis?) is it worth it? I know it's hard to resist, but once you do you will love life more. Good luck.

You talked about having paranoia fits a week or so back when you were hitting the rock hard.
I would seriously consider the possibility that you are imagining things.
Either way, stop doing sketchy shit for a while till things chill out.

This is not psychosis. I smoked a $20 rock after not using anything for 4 days. I've cut down my usage to once or twice a week now. I HAVE gotten crack psychosis, such as hearing people talk in the next room when they aren't even there, or seeing shadows behind my blinds when nobody is there, but that only happens to me if I've been staying up more than 2 days. This was NOT that. My eyes play tricks on me with shadows and bright lights, but I do not blatantly imagine people who are not there.

That was a highly entertaining read for me.
If you smoke crack with sketchy asshole homeless crack heads, your going to get into legal trouble or worse. Buying crack off sketchy homeless people is almost gauranteed to get you robbed, shanked or busted. If the cops were following you, it was because you were buying drugs, you dont need experience in law enforcement to know that. The black woman could have been pure coincidence, stranger things have happened. I wasn't sure at first, but by the end it seemed pretty clear that you are having crack induced paranoia.
Honestly if you keep this up your going to end up a sketchy homeless crack addict too.
My advice? Chill. Your just wigging out. Its paranoia, nothing more. However, you best chill on the crack, before you do get arrested or worse.

They may be there, but why put yourself through that stress? If you have cut down to what you say cut it even more, throw those numbers away and disassociate with those people.

Yeah well if no one knows your real name they can't knock on you.
I don't know how loosely they could go with you but I'm not sure your crack friends would sell you out that low on the totem pole, they'd probably relish the idea of free meals and a place to stay.

Well, nobody on the streets knows my real name. But I'm pretty certain that black car with the tinted windows that was tailgating me got my license plate number, which means they got my real name and at least one of the addresses I used to live at. And if they were cops, that means they got all the info about me; social security #, age, how many traffic violations I've had, and all that jazz.
No, I don't think any of my crackhead friends sold me out. They are actually higher on the totem pole than me, because THEY are the ones dealing to ME. THEY are the ones that actually know the dealers. I don't have firsthand interaction with the dealers at all.

What they'll basically do, is dress up a little scruffy get some dealers to sell to them, bring someone in, scare them into snitching, every single dealer will be suspect, but eventually they'll get to everyone, I don't know how they'll get to the people who are homeless though, that sounds pretty tricky. Your aquitances will go to jail, they're too old to plea, they'll get felonies and shit but they won't stay long.

Well, they are there because they have no other place to go. I mean, it's not like the US has a "designated safe place" for people to use drugs freely. Where else are they supposed to go?
