Yeah, okay, but how do you know that? How do you know this woman didn't work there? How do you know she wasn't going to visit her sister who works there, or some crap like that?
I would assume there is no way you could truly know that. Unless there's something else you left out of the story... but I still don't see how anything could tell you that for sure, unless she blatantly said "hey, I have no business here," or was wearing a T-shirt that said "undercover cop" or some crap.
You get where I'm coming from?
And sure, a couple hits of crack isn't going to send you into full blown paranoid psychosis-- but even a couple hits can bring your level of tension up a few notches-- especially if you're already tense, or already feel like you're being followed. And from what you described, you are being followed. Or at least, you have been a couple times.
But I'm still not sure about the lady at the hospital. I say that one is more likely to be coincidence. Someone mentioned a govt employee (cop) is not likely to be driving a Prius. That sounded like a decent point. I wouldn't say it's impossible-- just doesn't sound super likely.

I actually think the lady in the Prius might have been a private investigator. Her tactics were more PI material than police material. Following somebody at a 50 foot distance, driving an average innocuous car, wearing an obvious wig, etc.
My ex's best friend was a PI in the state of Texas (who also admitted to using all these tactics), and supposedly the police department has used her services a number of times. Usually they used her when they really wanted to find out detailed information about a suspect, such as lifestyle or occupation or what kind of places they visit. And they usually used her when police were understaffed or too busy because they had actual work to do. And I'm pretty sure the PD in the craphole I live in has way better things to do than waste their time tracking various people, just in case they turn out to be somebody not even worth pursuing.
Who knows, maybe she doesn't even work for the state. Maybe my parents sent a PI after me after they got worried after not hearing from me for a month. They would do some shit like that. Although I don't think this is the case, because this happened literally minutes after that black SUV with the black tinted windows followed my trail all over the city.

Why would that be? I don't look sketchy, and I don't act sketchy. I'm pretty stoic-like even when I'm having anxiety in my head, and unless you were to stand right next to me and notice my fingers shaking a tiny bit, you wouldn't even know I had anxiety.

Yea, he was living at my place for like 2 weeks, and then he lost his mind and had some weird epiphany while coming down off crack, and suddenly decided to leave at my place and never come back. That was like a month ago. I've tried calling and texting him, and haven't heard from him since. I called his parents' house thinking he went back there, and I talked to his mom for a little bit, who said he was living with his uncle now like 2 hours out in the desert. So I know he's not dead. 
We only smoked crack like 2 or 3 times together, BTW. I totally forgot he's the type of person that can't handle stimulants at all. But I guess it's a good thing, if he's living with family now and (presumably) clean.

Sure if it's a particularly corrupt PD they might skip it but seriously the cops could face penalties if they get caught doing that shit so it's unlikely they'd use a GPS long-team without a warrant.

Why are people following you?
Because you are going into a high traffic spot cops are patrolling.
If the guy you gave a ride to got busted, they may have noticed your vehicle. You drove a dealer around. That hints at you being his supplier not the other way around.
Once a local PD gets to know what you look like and what you drive, you can easily be put on their radar. If you are on their radar, it is only a matter of time before they catch you unless you change your habits... especially if you stand out like a sore thumb, and it sounds like you just might.
This has happened to me before. I liked to smoke pot on the East River in NYC at sunset. I always rode a push scooter, had long hair and a shaggy beard. I was jailed a couple times before I realized they could spot me a mile away. And I was always smoking pot when they did.
Undercover officers are trained to blend in. Often they are on bikes so they can zip by, report you, and send the rest of the team in for the arrest.
I actually got to know one UC officer well enough that I fucked with him. After my second arrest, I was scooting and saw him, I stopped, pretended to take a hit, then opened my empty hands and waved at him. I could tell by the look on his face that he didn't like being busted by a pot head but was impressed by my balls all the same. The look on his face was priceless. That said, I was much more discrete from then on.
I do not know for a fact you are being followed, but you are talking about a hot spot. If you keep doing this outdoors, it is only a matter of time before you are busted.
Weed was a $50 misdemeanor and a night in jail... actually the first one was wiped clean. Crack is often a more severe penalty.

Just in case, you should clean house and lay low for a while. There's no harm in cleaning house and laying low even if it's unnecessary.

When I first read the title of the thread I didn't think they would be following you because you we're buying crack in an area known for selling crack. Then i read your first post...And what you said about the foolishness of giving homeless people tickets they won't pay, you may also want to realize that those homeless people may be telling any cops that inquire that they are buying from you. I wouldn't put much stake in their supposed "friendship". And getting nailed for possession of crack whether its $20 worth or $100, should it really matter the amount involved? Just my opinion.

nope... just a lady in a prius, which incidentally, nearly all the sales of those ecobox cars are in california so it could have been a dozen different prius' that just happened to be behind you at any time
