If chemical warfare were permitted without threat of nuclear strikes the US for instance would not be able it invade weaker nations in a predatory manner like NAZI Germany did so many years ago. Yes, moreso than ever. If a second rate power is going to make an effective defense against a first rate power they need some weapons that can make up for their other deficiencies. A typical no fly zone may be supported by a carrier group or a forward operating base. Either would be vulnerable to a vx rocket as the forces stationed there breath. I read about this some years ago. The US/Israeli vx dispersal system is a rocket based system that sprays vx over an area as it travels. A single vx rocket can take out a military base according to US/Israeli projections or kill a quarter million people if launched over a high population density area. The mere threat of such retaliation would tend to deter aggression much as ownership of second strike capable atomic weapons currently does for first rate powers. It is also ironic that we first rate powers posses dispersal systems for these weapons while second rate powers are denied equal rights to them. The reason for that is simple. We want to maintain our superiority over second rate powers in order to continue economic exploitation of them.

thats pretty incorrect. Chemical weapons are horribly ineffective compared to conventional weaponry. They were banned because they're much more likely to maim and cause suffering instead of death. They're pointlessly cruel considering their inefficiency.
this thread is weird, i just happen to have spent like 4 hours last night reading about chemical weapon use in ww1.

 More humane? yeah suffering from your organs shutting down is way worse than being instantly incinerated or quickly bleeding out from a bullet wound.
