Are these jars okay to Inoculate?

Hi Everyone!
I am fairly new to this forum and to growing as well!
I've been reading alot lately and I understand the basics of growing using the PF TEK method. The problem I have is some water getting into my jars after pressure cooking.
I use 1/2 pint ball jars. What I do is I fill up my BRF and leave about 1/2" of room for the dry verm layer. I put the lid on with the 4 holes. Put a sheet of aluminum foil over it. Screw on the ring. Put another layer of foil over that. I have a Presto 23-Quart pressure cooker. I put about 3 cups of water into the pressure cooker and put the rack on top of it before putting in my jars. The water comes up to the bottom of the rack so none of it is touching the jars. I pressure cook for 45 mins @ 15psi. I let it sit for 24 hours before touching it. When I take my jars out, the BRF cakes seem pretty dry but there is some condensation inside. The dry verm layer is pushed down a bit and seems damp in SOME areas, mostly on the sides but not that much. I noticed that the dry verm layer isn't reaching the top of my lid anymore like it lost about 1/2"-1" of height. Are these okay to inoculate? Thanks.
I've taken the lids off a couple of my jars and don't plan to inoculate them since the lid is already off. I just did it to get a picture and see if the others were okay.
Here are some pics.

Too much foil. You need only one layer that can be taken off after PC'ing. Ditch the ones under the ring. Have you seen RR's "Let's Grow Mushrooms"? There's a really good tutorial about PF and how to make the jars.
http://www.mushroomvideos.com/
I believe 60 minutes at 15psi is what you want to do.
And I think those jar are alright to inoculate, just don't fumble around with them too much, try to keep the dry verm layer where it is and not expose the substrate beneath.
But all in all, I'd say cook up a new batch. It's doesn't take the long and it's better to be safe than sorry.

Thanks for the help! I'll try this again tomorrow. So the problem is the excess foil that's making the dry verm layer damp and pushing it down?

I can't say, maybe. I know the 4 holes should only be covered by a layer of foil during pc, that should be enough, after that the dry verm will do the rest.
But do return with additional information about your new batch, I'd like to hear if it was the extra layer of foil that was foiling you.

Screw the caps on no foil and just put 2 layers of foil over the top before pc, take them off after innoc and make sure to cover the holes with micropore

You don't need micropore if you have a dry verm layer

Would the micropore help prevent contams if your dry verm layer fails? Like if the dry verm later gets a little wet after pc, i can just stick on some micropore and it'd be fine?

Micropore can be an extra barrier. But the dry verm layer must stay dry after PC. I think you will have a better outcome without that extra layer of foil.

So after pcing, the dry verm layer should be the same as it was before pcing?

It should within a short period of time. It might be a little damp, but not wet.

I saw some discussion here a while back about water possibly being drawn into jars while they were cooling after PC'ing. The jars cooling more slowly than their surrounding water could create a vacuum if the water was higher than the bottom of the foil maybe?

Sounds like yours were raised so not likely your issue though.
