Ominous mushroom disapproves of your voyeurism.
------
ID request #1:

Habitat: Mid-Atlantic region of the US, in the Appalachians in the woods near a stream.
Fuzzy cylindrical colorful nubs, approx. 1/4" in diameter. Ranges from green to yellow to purple. Growing on the underside of a dead leaf. Hard, obviously no stems or gills.
I'm just presuming this is fungus. Looks pretty cool.
---- ID Request #2:
Habitat: Mid-Atlantic region of the US, in the Appalachians, in the woods near a stream. Growing out of a large gnarled tree root that was growing above-ground.

Tiny; only about 1/2" tall. Thin, papery, tough, translucent white flesh. Stem is twig-like, white, flexible, turning brown near the base. No ring.

Cap: Approx. 1/2" wide, white, waxy, textured on top, round, convex umbrella-shaped.

Gills: Well-spaced, adnate, white. I don't have a spore print.
No detectable smell, did not bruise.

Your galls are made by tiny wasps in the family Cynipidae, you may be able to get to species if you post the picture on bugguide.net , especially if you also are able to tell them what the host oak species is.
