Is my new old pressure cooker broken?

I just got a pressure cooker from 1945 in the mail from ebay. It holds a nice capacity and it was cheap and it was promised not to be broken. It didn't come with a manuel or anything.

This is a picture of the lid, which is secured on the pot.

I put an inch of water on it and placed it on an electric stove. The water is deffinatly boiling, as there is some steam comming out the sides (but not a lot). The pressure inside is deffinatly high, because when I twist that little cap, it lets out a lot of pressure from inside.

The problem is that the dial is not showing that the pressure is increasing, even though it obviously is. Is this because the screen on the dial is broken? What can I do?

I fixed the gauge, it works now. I still don't get how to adjust PSI though! It just increases past 15 psi unless I open that valve up a bit, but would I have to do that manually each time?

past 15 psi is no problem, actually it is nice. you can shorten the sterilisation time.
