Why do we have drug paraphernalia laws?

Specifically sale and manufacture laws?
The only explanation I've read is that it is because it's proffiting off of an illegal activity, but don't drug tests also proffit off of drugs?
Technically it's just as illegal to sell someone a bong with the knowledge that it will be used to smoke marijuana as it is for a tobacco store owner to sell a briar or meershaum pipe to someone with the same knowledge.
It seems to me that the intent of the law is to suppress speech. You take a big risk to both sell pipes and bongs and to be active and vocal about marijuana. Paraphernalia law has been an effective gag on headshops which would have otherwise (some of them at least) been a local headquarters for the drug reform movement.

The short version: Drug laws are all about putting people in jail for things they hypothetically might do.

I actually had one of my friends (a middle of the road conservative republican type guy) argue with me saying that it was ok to put people in jail for what they might do (specifically referring to drug laws). What a moron.

Drugs are the ultimate scapegoat. Career politicians make and enforce drug laws so that they can say "look what I did".

I can only think of one reason, which is, of course bullshit: if the heads can't get their bongs and pipes, they figure, they won't be able to smoke their pot.
...Of course, anyone with two brain cells to rub together knows this is bullshit. As George Carlin said, pot encourages carpentry. So long as you can get a few pipe fittings, or, shit, rolling papers, there's no way to stop it.

I got arrested over this!! When you get arrested the police like to tack on extra laws that were broken so you can get trapped in the system longer.
that and the fact that at least in this part of california, drug paraphernalia can and will get you jail time, unlike simple possession. check the laws out and see what's up.
-------------------- Annnnnnd I had a light saber and my friend was there and I said "you look like an indian" and he said "you look like satan" and he found a stick and a rock and he named the rock ooga booga and he named the stick Stick and we both thought that was pretty funny. We got eaten alive by mosquitos but didn't notice til the next day. I stepped on some glass while wading in the swamp and cut my foot open, didn't bother me til the next day either....yeah it was a good time, ended the night by buying some liquor for minors and drinking nips and going to he diner and eating chicken fingers, and then I went home and went to bed.
