If i call my friend out of state on his cell phone from another cell phone what are the odds the call could be screened? By the police or any other agency, even just a person.

If you're an average shmo, very little risk.
If you're a mafia crime boss, higher risk.
If you're a conservative and a democrat is in office, you can count on being listened to.

If you're talking to a guy who's setting you up, then it's probably being recorded. Happened to me.
Also, I heard something about technicians testing the cell phone lines at night, and if they happen to listen in on some drug talk, then they're supposed to report it to the police.
Not sure of the validity of that, so I could be wrong.

Mr_Mushrooms is correct.
As for tracking, if you use a cell phone its REALLY easy to find you. Nowadays most cell phone have a GPS chip in them. Read any of the links below to learn more about it:
http://news.com.com/2100-1040-959085.html http://www.jsonline.com/bym/tech/news/aug03/163066.asp http://www.thepittsburghchannel.com/news/2373061/detail.html
This is a good link Its down to earth, offers other related links too. I like the part about how Korean wives are using this technology to track their husbands http://www.interesting-people.org/archives/interesting-people/200308/msg00024.html
I'm not sure if there's a sure way on how to remove the chip...
I too do not own a cell phone

Nope. Though I have a Japanese made, yet Americanized cell fone. Its modern and no GPS. But GPS is manditory by a certain year, 2005? And if you don't have GPS, you can be fined or your service suspended.

LDS, I'm not too knowledgeable about politics, but isn't it this current administration who is bringing us closer and closer to being monitored and supervised because of the 'threat' of terrorism domestic and otherwise?

The date was originally something like 1998, but they kept pushing it back because of the technology problems. I haven't been involved with the issue since the late 90's, but at that time they were implementing the GPS part in the cell towers, not in the phones. The towers we were working with had GPS equipment added to them, and they worked together with the neighboring cells to triangulate the cell phones in the coverage area. As long as the phone was on, we could pinpoint your location to within a few hundred feet.

if you have a laptop and the right software/hardware you can intercept calls yourself. also they have been able to track cell calls for years even without the newer GPS, triangulating from cell towers.

We could do it using a network scanner from HP's Microwave and Test Equipment division with the appropriate software installed. The equipment was very expensive... I have seen cheaper houses.

From what I noticed you can usually shut the global positioning off, but I guess that depends on the service provider. Why don't people just pay attention to what they say on the phone rather than worry if the are being tracked for some tony montana shit they are not even doing anyway. I personally wouldn't worry if I were not doing things on this level, But I usually live by the rule- it's better to be safe than sorry!-..........srocsrocsrocsrocsrocsrocsroc

I say screw phones. When I have to tell someone something that I would rather not be overheard i use Hushmail. Their instant messenger program is also great. End to end encryption.
